The Adobe Reader Installation file is sitting on my desk top where Adobe download parked it when it was itself unable to complete installation after the download, giving me a message that Windows Installer Service could be found and might be because it is not installed properly, even though that is also present and appears to be working normally for all other download applications. Spent an entire day trying to get it Reader to install without success.

I've tried uninstallling all Adobe programmes, re-booting and then reinstalling - makes no difference. I previously had Adobe Reader 9.1 installed and working perfectly, except that whenever I tried to print postage labels from the British post office their website insisted on offering me Adobe Reader downloads every time because it wasn't detecting that mysystem already had it on.
