If you decide to register as one entity, you can use your own signs to direct people to other sales in your neighborhood as long as you are aware that those addressed not registered will not show up on the map. Yes, apartment buildings are encouraged to participate. Please speak with your property manager about registering your address and whether they would allow your or multiple residents to use a shared space where you can sell your items. When you register a vehicle, you attest that the vehicle is properly insured. The Minnesota No-Fault Act requires owners of registered vehicles to have no-fault insurance. Drivers are required to carry proof of insurance in the vehicle at all times. I do not have my renewal notice, how can I buy my tabs? If you are the registered owner or their spouse, you need to bring in the vehicle's plate number and your driver’s license.
Can I buy someone else's registration tabs? Due to data privacy laws, if the person is not your spouse, or is your spouse and they have a different last name or address, you will need the renewal notice or formal power of attorney. Authorization forms can be obtained from our office to be completed by the registered owner. No changes can be made to the vehicle record without clear written authorization from the registered owner. My tabs were due three months ago, can I pay for pro-rated tabs?
State law says that if you drive your car one day of the year, you must pay the full year's registration. I lost the title to the car I sold. Can I transfer it to my buyer anyway? No, the State will not recognize a transfer until it is done on the most current title. You must get a duplicate title. Transfer can be done on new title that comes in 7-10 business days. I just received a lien release card in the mail for the vehicle I paid off.
What do I do with it? Bring in your lien card and current title. We will send both into the State for you to receive a clean title. The fee is $10.00. You can hold the title and lien card until you trade or sell the car. You do not have to turn the documents into the State prior to selling or trading.

May I obtain a copy of Brooklyn Park's emergency operations plan? It is not our practice to distribute copies of our emergency operations plan. First, and least important, the plan is a very large document with large scale maps and it is very expensive to replicate. More importantly, the nature of the plan is to define how the city’s public safety resources would respond to any number of incidents including natural disasters, large scale emergencies (plane crashes, train derailments and chemical events) as well as acts of terrorism. Distributing the plan, even selectively, creates the potential that our emergency operations could be compromised. Our suggestion would be to review public documents that may be available at or the website. Why don't we have speed bumps to slow down vehicles in neighborhoods?
The control of speeding in residential neighborhoods, while maintaining acceptably safe street and roadway conditions, is a widespread concern which requires persistent law enforcement effort. The lack of posted speed limit signs to slow down speeding vehicles leads to frequent demands for installation of 'speed bumps' on public streets. However, actual tests of various experimental designs have demonstrated the physical inability of a speed bump to control all types of light weight and heavyweight vehicles successfully. The courts have held public agencies liable for personal injuries resulting from faulty designs of street bumps.
Increased hazard to the unwary; challenges to the daredevils; disruption of the movement of both emergency and service vehicles; and undesirable increase in noise, have caused speed bumps to be officially rejected as a standard traffic control device on public streets and alleys. When will lower speed limits be posted on my street? A common belief is that posting a speed limit will influence drivers to drive at that speed.
The facts indicate otherwise. Research conducted in many parts of this country over a span of several decades has shown that drivers are influenced more by the appearance of the highway itself and the prevailing traffic conditions than by the posted speed limit. Minnesota's Basic Speed Law requires that:'No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.
In every event speed shall be so restricted as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.' In Minnesota, the maximum speed limit in an urban district is 30 miles per hour unless otherwise posted. An urban district is defined as the territory contiguous to and including any street which is built up with structures devoted to business, industry, or dwelling houses situated at intervals of less than 100 feet for a distance of a quarter of a mile or more. Outside urban districts, the maximum speed limit for any passenger vehicle is currently 55 miles per hour. These speeds are not always posted but all Minnesota motorists are required to know these basic 30 and 55 mile per hour speed laws. Note that freeways and expressways may be posted between 60 and 70 mph depending upon conditions.
Under Minnesota law, intermediate speed limits (except school speed limits) between 30 and 55 miles per hour may be established on any road, including county highways and city streets, only by the State Commissioner of Transportation. The commissioner must establish the speed limit upon the basis of an engineering and traffic investigation. This investigation includes an analysis of roadway conditions, accident records, and the prevailing speed of prudent drivers. If speed limit signs are posted for a lower limit than is needed to safely meet these conditions, many drivers will simply ignore the signs. At the same time, other drivers will stay within the posted limits. This generally increases the conflicts between faster and slower drivers, reduces the gaps in traffic through which crossings could be made safely and increases the difficulty for pedestrians to judge the speed of approaching vehicles.
Studies have shown that where uniformity of speed is not maintained, accidents generally increase. Why doesn't the city put in more traffic control signals? Traffic signals don't always prevent accidents. They are not always helpful for traffic control. In some instances accidents and severe injuries increased after signals were installed. Usually, in such instances, right angle collisions were reduced by the traffic signals but the total number of collisions, especially the rear-end type, increased.
There are times when the installation of signals results in an increase in pedestrian accidents. Many pedestrians feel secure with a painted crosswalk and a red light between them and an approaching vehicle. The motorist, on the other hand, is not always so quick to recognize these 'barriers.' When can a traffic signal be an asset instead of a liability to safety?
In order to answer this, traffic engineers have to ask and answer a series of questions: • Are there so many cars on both streets that signal controls are necessary to clear up the confusion or relieve the congestion? • Is the traffic on the main street so heavy that drivers on the side street will try to cross when it is unsafe? • Are there so many pedestrians trying to cross a busy main street that confusing, congested or hazardous conditions result?
• Are there so many school children trying to cross the street at the same time that they need special controls for their protection? If so, is a traffic signal the best solution? • Are signals at this location going to help drivers maintain a uniform pace along the route without stopping unnecessarily? • Does the collision history indicate that signal controls will reduce the probability of collisions? • Do two arterials intersect at this location and will a signal help improve the flow of traffic? • Is there a combination of the above conditions which indicates that a signal will be an improvement rather than a detriment? To aid in answering these questions, engineers compare the existing conditions against nationally accepted minimum guidelines.
These guidelines were established from many observations at intersections throughout the country by experienced traffic engineers. Where the guidelines were met, the signals generally were operating effectively with good public compliance. Where the guidelines were not met, public compliance was reduced, and additional hazards resulted. A traffic signal that decreased accidents and improves the flow of traffic is an asset to any community. On the other hand, an ill-advised or poorly designed signal can be a source of danger and annoyance to all who use the intersection; pedestrians, cyclists and drivers alike. Why aren't there 'Children At Play' signs posted on streets?
An often heard neighborhood request concerns the posting of warning signs with 'SLOW-CHILDREN AT PLAY' or other similar messages. Parental concern for the safety of children in the street near home, and a misplaced but widespread public faith in traffic signs to provide protection often prompt these requests. Although some other states have posted such signs widely in residential areas, no factual evidence has been presented to document their success in reducing pedestrian accidents, operating speeds or legal liability. Studies have shown that many types of signs attempting to warn of normal conditions in residential areas have failed to achieve the desired safety benefits.
If signs encourage parents and children to believe they have an added degree of protection, which the signs do not and cannot provide, a great disservice results. Because of these serious considerations, Minnesota law does not recognize, and Federal Standards discourage, use of 'Children at Play' signs. Specific warnings for schools, playgrounds, parks and other recreational facilities are available for use where clearly justified. Children should not be encouraged to play within the street travel ways. The sign has long been rejected since it is a direct and open suggestion that this behavior is acceptable. What is a franchise fee? • It is a fee that the city charges utility (gas and electric) companies to use the public right-of-way for them to conduct business in the city.
The utility companies then pass on these fees to their residential and commercial customers. • Franchise fees are common. More than 100 cities in Minnesota use them to fund street repairs. Why do we need a franchise fee?
• It is needed to fix 205 miles of streets over the next 14 years. • There is premature street deterioration on streets constructed, reconstructed or resurfaced from 1992-2006. (165 miles of streets; that’s 75 percent of our city streets) • There are 40 miles of streets that are more than 35 years old and need a mill and overlay (grind off top 2 inches of asphalt and pave 2 inches of new asphalt).
City staff has a plan to overlay 10 to 15 miles of streets each year for the next 14 years. The cost to overlay residential streets is $170,000 per mile.
• There is a need to fully reconstruct seven miles of streets in the Bass Creek neighborhood. Revenue from franchise fees will be used for reconstruction projects instead of assessing each household $11,000 or more to pay for their portion of the street costs. How can the city do this? Minnesota Statues allow for a city to impose a fee on a company for its use of the right-of-way (MN Statute 216.36). After much public input, the Council approved the franchise fee at the November 23, 2015 meeting. What is the money going to be used for? Revenue from franchise fees will be used for transportation infrastructure projects including street rehabilitation and maintenance, sidewalks, trails, and work required as part of street overlays and reconstructions.
Is this just another tax? Franchise fees are an alternative revenue source for cities to fund street repairs.
It is not called a tax and it cannot be deducted on your tax return, but yes it is money from residents and businesses just like a tax. I thought my property tax paid for street repairs. Why do you add more fees for the same thing? Approximately five percent of property taxes are currently used for street maintenance including pothole patching, crack sealing, snow plowing, ice control, and street sweeping. Property taxes are not enough to address the major street repairs needed each year to fix our streets. Schools and non-profits benefit from our street infrastructure and are exempt from property taxes, but they are not exempt from franchise fees. I live in an apartment or town home.
Will I be charged the fee? Yes, if you pay a gas or electric bill, you will pay the standard residential fee of $14 per month. The fee pays for your use and maintenance of the public street system. How much will I be charged?
Residents will be charged $7 on their Xcel Energy electric bill and $7 on their CenterPoint Energy gas bill every month. Commercial properties will be charged between $14 and $320 per month depending on the classification of the business or entity, which is based on consumption levels of electricity and natural gas. When will the fee collection start and end? The fees start in March 2016 and have a sunset (ending) date of December 31, 2028. The need to continue the fee will be reviewed annually based on street repair needs and as part of the budget development process. I have multiple bills or two or more meters on my property.
Do I have to pay the fee more than once? The fees are collected per utility account, not per meter.
If a property has two or more accounts, the property has to pay a franchise fee for each account. What happens if I don't pay the franchise fee portion of my gas or electric bill?
Utility companies treat any part of an unpaid bill the same. Non-payment may lead to shutting off your electric or gas service. My street was recently reconstructed and I am paying a special assessment, do I still have to pay a franchise fee? The City Council voted to rebate franchise fees to property owners as long as they are paying on their special assessment. Since utility companies collect the franchise fee, you will have to pay it on your monthly Xcel and CenterPoint Energy bill, but the city will rebate an equivalent amount of the franchise fees through a credit on the city utility bill. The credit will be done at least annually, but we are working to be able to do it quarterly.

More than 1,000 Minnesota manufacturers use recycled material to make their new products. In the late 1980s Minnesota cities and counties set up recycling programs for residents in order to capture these materials so they could be recycled over and over again. Then the only things on a one way trip to the landfill or incinerator are those items that can’t be recycled (at least not yet). Curbside recycling keeps the material cleaner than if they tried to separate it out from the trash. Imagine trying to pull an aluminum can out from a pile of dirty diapers. Why do I have to pay for recycling? The 'RS' fee that is charged on all residential properties on their utility bills pays for the curbside recycling collection programs, the yard waste drop-off site, Special Materials Drop-off days, every other year curbside bulky waste collections, public education, outreach programs, and other related waste management programs. While the city gets some money from the sale of recyclable material, it’s not enough to pay for all these programs.

More than 1,000 Minnesota businesses use recycled material to make their new products. And nearly every one of them will say they can’t get enough recycled material to meet their needs.
What happens to my recyclables after I recycle them? Recyclables are taken to a material recovery facility (MRF) where they are processed. This includes sorting the materials into groups, bailing them and shipping them to manufacturers. Recyclable items can be made into a wide range of products including agricultural, landscaping, automotive, clothing, construction, containers, flooring, furniture, office supplies, packaging, paper and paper products, recreation and sports equipment. When consumers purchase products that have been made with recycled material the recycling process has been completed and can then be repeated.
Purchasing products made from recycled material is important because it creates demand for recycled material. What are some items that cannot be recycled, and why not?
• Bottles that contained motor oil and hazardous chemicals. Sediments and residue remain inside these containers that present risk to handlers as well as contamination to other plastic bottles, collection trucks and processing facilities. • Food-waste-contaminated paper, and non-recyclable paper items (napkins, paper towels, tissues, etc.). These are made up of fibers that are too short to be reused. • Paper boxes made for storage in the fridge or freezer are not recyclable because they have a water resistant coating, and the material recovery facilities don't have a way of removing this coating. (NOTE: paper cartons are ok to put in recycling; they are thick enough that their coatings can be removed.) • Dishes, drinking glasses, utensils, and cookware (made of glass, metal, ceramic, or disposable plastic) as well as mirrors and window glass. These items are made up of various materials and other compounds may have been added. They will not melt properly and will contaminate the batch of recyclables. Can I recycle all plastics?
Plastics bottles, jugs, cups, containers and lids are recyclable. Plastic bags, Styrofoam are not accepted in the curbside program.
Most major grocery stores accept plastic bags for recycling, or take them to the Hennepin County Drop-off Facility. Are plastic bottle caps recyclable?
If the cap is screwed onto the bottle it will get recycled because there is a method of separating the two pieces (which are different types of plastic). However, if a cap is loose in your recycling cart it probably won’t get recycled because it is so small it will fall through the machinery at the processing facility and end up in the trash.
Is it safe to put my mail in the recycling? Yes, mail and other papers are just as safe as if you put them in the trash. Garbage and recycling facilities are so large that individual items can’t be separated. If you shred your paper place it in a closed paper bag and label it “shredded paper.” I want to file a complaint against a trash provider. Where can I do that with the City of Brooklyn Park?
If you would like to voice a complaint about a trash hauler, please contact the hauler's customer service first. The city issues hauling licenses, but we do not oversee their operations. You may also file a complaint with the City by calling 763-493-8006. Does the city pick up old appliances and other large items? The city has a curbside collection of bulky household items such as as appliances every fall. The areas of pick-up are divided into three zones, based on the voting districts, and one zone is picked up every year. Your residence should have a collection once every three years.
What should my child bring to Camp? Please dress for the weather and wear clothes that can get dirty! Everyone should have sunscreen and water each day.
Campers attending all day will have supervised lunch hour and will need to bring a lunch and snack daily. Children attending in the afternoon need to bring a snack each day.
What are your staff to child ratios? Preschool 1:6 Kindergarten to 2nd grade 1:8 3 to 9th grade 1:10 What field trips do you go on? Our camp community is spread out across four locations. We plan field trips around all-camp events that allow us to gather at different camp locations.
Our 6th and 7th grade campers will join our Teens on 2 off-site field trips in the summer. Our 8th and 9th graders go on several off-site field trips. Where do I drop off and pick up my child? You drop off and pick up your child at the park building located at each camp.
Our staff will direct parents to check-in/out. What paperwork do I need to complete by the first day of camp? Each family will receive a handbook and packet of forms that need to be completed and returned on the first day of camp. These include: • Code of Conduct • Camper Information Form • Permission Slip What if the weather is bad? We will still go outside on cold, rainy, or very hot days.
We adjust our daily activity schedule for inclement weather. In the case of severe weather, we shelter inside the Community Activity Center or our park buildings. We have never cancelled regular camp due to bad weather. Are all of your staff trained and background checked? We do several hours of training with both new and returning staff each summer.
All of our staff are background checked through the Bureau of Criminal Apprehension (BCA) each year. How do you decide what groups the kids will be in?
We group kids together based on age. If we have kids that are close to the age cut off, we will consider the preference of the child and their family when placing them in a group.
What are your daily fees? How do you determine your fees? Mornings are $10.50 per day. Afternoons are $13 per day. Full days are $24 per day. Since space is limited, we offer a slight discount to campers attending all day. Are fees different for preschool and teen camps?
Yes, fees for preschool and teen camps are different than our regular camp fees. Please see the camp brochure for more information. Do you have before and after care? We are not able to offer before and after care. In order to keep our daily fees low and offer a quality program, we are not able to have camp open more than 36 hours per week. Longer hours means more staff time, which would dramatically increase fees. How will camp communicate with families during the summer?
We will send out a weekly newsletter, post on Facebook, and send out information via the Remind smartphone app. Why aren’t cell phones allowed at camp? We have phones installed at each of our camp if there is an emergency and you need to communicate with your child. We do not allow cell phones at camp to give kids a time to explore the real world around them, build relationships with others, practice patience, and use valuable leadership skills. Cell phones are a big distraction and disrupt daily camp life. My child is under 1 year of age.
Can I sign us up for the Parent and Tot Class? Yes, you can, but your child may not like the cooler water and may struggle with getting comfortable. He or she may also not be able to do some of the skills we work on in class. Although the decision is ultimately up to you, we suggest you wait until your child is at least able to stand alone and/or around the age of 18 months. My child will turn 3 during the session.
Can I still sign them up for a WTOT class? Yes, your child needs to turn 3 before the last day of class.
We have found that the majority of children before the age of 3 are just not ready and end up canceling. This takes a spot away from another child.
What are the class ratios? We strive to never have more than 6 students in our preschool classes. There will also be an aide with most preschool classes, unless there are only 2-3 children in the class. Installing Arabic Language In Windows Xp Without Cd.
There are no more than 7 students in Levels 3 and up. When available, there will also be an aide with any full class, especially in the preschool and lower level classes. Our goal is for children to get as much face to face time off the wall as possible. What are the classes taught in the pool? Our lowest level classes always take place in the shallowest part of the pool.
Our preschool classes (WTOT's) are taught on tot docks that are put in the pool to allow the little ones the ability to touch the bottom, which makes them feel much more comfortable in the water. Although classes are based in the shallow end, they will also explore other parts of the pool, which may include the deep end. Will my preschool class be going off the diving board? Recently we have put into place a new diving board policy. For the safety of the children and our instructors, students will not be allowed to go off the diving board unless they are able to jump off and swim back to the side independently. If will be up to the instructor's discretion whether he or she allows that activity to take place. If you ever have any questions about this, you can speak to the pool supervisor that is on deck.
My child is 5 and has passed WTOT3. Can I move him/her up to the school age classes? Unfortunately this is a difficult situation.
The minimum age for the school age classes is 6 and that is a standard set by the Red Cross. We created the preschool program to allow the little ones access to learn and enjoy the water before they turn 6. If your child has truly passed WTOT3 and is swimming 5 yards on their front (arms out and face in) and back independently, they should go to Level 3 when they turn 6. Level 3 will have students ages 6 to 12 so putting them in before they turn 6 would not be helpful to them. They need to grow as much as possible before moving on to the school age classes.
The same goes for if their instructor would like them to move on to Level 2 after WTOT3. Whether your child moves to Level 2 or Level 3 after WTOT3 please trust the instructor's judgment and register them for the recommended class. If they are still 5, it is recommended they stay in WTOT3.

My child is in Level 4 (A or B) and is struggling with only one skill.
Should I keep signing him/her up? Sometimes when your child is having a hard time with only one skill it may mean that private lessons could be helpful. In group lessons the instructor has to teach to everyone and may not be able to spend as much time as your child needs to adequately learn and practice the skill. If your child is smaller in stature and younger, it may be a matter of them maturing and getting stronger. In that case you should take a session or two off to let that growth happen. Complete and return the Auto Pay authorization form. When will the payment be transferred from my checking or saving account? The deduction will be made on your billing due date. Will I still receive a billing statement after I sign up for Auto Pay? Yes, you will receive your statement as usual to keep for your records. The only difference is that you will see the message 'Do Not Pay – Automatic Withdrawal' on your statement. Can I sign up over the phone?

Check your monthly bank statement, or if you have online banking check your account online. What if I don't want to be on Auto Pay anymore, or I try the program and it doesn't work for me?
You can cancel your enrollment in the program at anytime. Just contact Utility Billing. Utility Billing. I am moving, what do I need to do?
If you are moving in or out of a property in Brooklyn Park, you should notify the Utility Billing Department before your closing date. We will send out a meter reader on the day of your closing to take a final meter reading for the previous owner or tenant of the property.
This reading will be used to calculate the final billing for the previous owner or tenant. Why am I being billed? Services available to residents and businesses are water, sewer, irrigation water, recycle, storm sewer and streetlights. Your utility fees are used to provide these services.
How often am I billed? All customers are billed once every three months based on the location of the property. The City is split into three sections, so a different part of the city is billed every month. Why is my bill so high? If you receive a bill for more water than normal please consider some of the following: • New sod/lawn • Filling a pool • Sprinkler systems/lawn watering • The number of people in the home If you do not know the cause for the increased usage, we recommend that you check for leaks. Adjustments cannot be made for wasted water.
Checking for leaks • Locate your meter. The water meter is generally located in the basement.
• Locate the leak Indicator. The meter has a small, red, diamond-shaped hand that moves only when water passes through it. To check for leaks, first make sure no water is running anywhere, and then watch the red hand. If it moves, you have a leak. • Check your toilets. Make sure that flush cycle completes. Typically, toilets have the greatest number of leaks and can waste hundreds of gallons of water a day.
Most toilet leaks are “silent”. That is, you can’t hear it leaking. Check for a toilet leak by shutting the water off at the valve behind the toilet. Then see if the red hand on the meter has stopped. If it stopped, you have found a leak. Do this with each toilet in the building.
If there is no valve behind the toilet, put several drops of food coloring in the toilet tank and don’t flush it for about an hour. If the coloring seeps into the toilet bowl, you have a leak.
Sometimes the leak is so slow that the movement of the red hand on the meter is difficult to see. • Check that your water softener is working properly. • Check for intermittent problems or small leaks. Find a period of time when no water will be used, such as overnight.
Read the meter at the beginning and end of that time period. If the reading changes, you have a leak. Repair any leaks as soon as possible. The sewer charge is limited and will not exceed your winter usage.
Why am I billed a recycling fee? Recycling services is available for all residential properties. The fee collected is to help offset the cost of the recycling program. The fee is collected from both occupied and vacant properties. Why am I billed for streetlights or storm drain? Fees are set up to offset maintenance, repairs, upgrades and replacement costs for both streetlights and the storm drain system. Costs are shared by all residents.
Charges are based on type of property, type of street lights in the development, and if it is a public or private street. Do I need to let you know if I will not be home for an extended period of time? Contact us if you will be away from your property for an extended period and contact us when you return as well. I don’t want to be billed anymore. How do I stop my service?
Some fees are billed even if a property is vacant. Billing cannot be stopped. Accounts can be closed and a new account opened when a property is sold or a new tenant moves in. How do I report a water main break? Call 763-493-8007, Monday through Friday from 8:00 a.m.

Residents with even-numbered addresses may water on even-numbered days; odd-numbered addresses may water on odd-numbered days. Why is my water brown? What is the hardness rating of Brooklyn Parks Water? The water treatment plant does not soften the water. The current water hardness is approximately 32 grains per gallon. Water softeners should be set for 6 to 7 grains of hardness in the water.
